Using technology to increase the provision of preventive care: LINK - a Login Information Network for Kids

CalOptima is the sole Medi-Cal (Medicaid) managed care organization in Orange County, California. CalOptima serves 270,000 members, including 158,000 members under 21 years of age. Approximately 1,000 primary care physicians (PCPs) are contracted with CalOptima. Providers are contractually required to document all pediatric preventive services on the “PM160” form. The PM160 collects claims payment information, data on immunizations, lead screening, TB testing, WIC and dental referral, and results of physical, nutritional, developmental and psycho-social assessments. In 2001, CalOptima received 136,000 PM160 forms. All data on the form is entered into a database housed at CalOptima. CalOptima has developed a web-based pediatric preventive services information system - LINK – Login Information Network for Kids. LINK is designed to give providers access to key information on the preventive services that have been rendered, and those that are due, for their pediatric patients. The data that will be used to populate the information system is data from the PM160 form submitted to CalOptima. CalOptima envisions LINK being utilized every time a CalOptima member under 21 is seen by a provider, whether for a scheduled well visit, or an acute care visit. The provider will be able to search for the member, and learn what preventive services have been documented through CalOptima for that child historically, regardless of the provider of service. The provider can use that knowledge for action: to render appropriate preventive services at that visit to keep the child up-to-date and ensure their healthiest growth.
