Enhancing public health information systems: Key considerations

Information technology adoption within the context of local health departments is a topic that recently received considerable exposure in light of the anthrax bio-terrorist attacks. Of particular concern to the public (and hopefully of major concern to public health officials) is the current inability of the information systems in public health organizations to effectively and efficiently support surveillance and monitoring activities--core functions of public health. It has become clear that, the anthrax issue aside, local public health departments require a supporting information technology infrastructure to undertake core functions and essential services.

This session explores information systems--the maturation of the technology and the factors that affect its adoption. Forces of change and barriers to adoption of information technology are identified, with various examples relating directly to the experience of local public health organizations.

Given the new interest in addressing information technology within public health organizations, it is critical that public health officials are exposed to concepts in management of information technology. This session identifies the underlying strategy for such management and identifies critical action required to ensure effective outcomes in technology adoption. Other related activities such as technology forecasting and assessment are briefly reviewed to set a broader context for the management of information technology. The paper concludes with a vision of how information systems might be managed in public health organizations, and the roles key industry stakeholders can play in such endeavors.
