In Massachusetts, efforts to regulate a mainly occupational exposure, silica, via a predominantly environmental law, the Toxics Use Reduction Act, have been somewhat successful. This paper will discuss how the case was made, obstacles that were encountered, and the nature of the victory.

At the end of this presentation, participants will be able to;
• describe efforts to regulate an occupational hazard through a mainly environmental law
• analyze obstacles and ways to overcome them
• initiate efforts in their own states
