Riding the green wave: Regulating occupational exposures through an environmental law

In Massachusetts, efforts to regulate a mainly occupational exposure, silica, via a predominantly environmental law, the Toxics Use Reduction Act, have been somewhat successful. This paper will discuss how the case was made, obstacles that were encountered, and the nature of the victory.
