Comprehensive evaluation of Ryan White Title II programming: A midwestern experience

Evaluation of current Ryan White Title II programs to determine the extent to which program goals and needs of consumers are being met is critical for future funding and program planning. This paper’s purpose is to present findings of a multi-faceted evaluation of Ryan White II services in a Midwestern area that included rural, suburban, and urban populations. Evaluation methods were both qualitative and quantitative. Mailed surveys and in-depth interviews were conducted with 352 consumers and 172 providers and 296 charts were audited. Program strengths reported included: (1) CD4 counts increased significantly from time of admission, (2) 95% of Title II clients sampled had a primary care provider, and (3) with some notable exceptions, a broad spectrum of acceptable, available, appropriate, affordable, and proximate resources for clients existed throughout the area. Nine major unmet needs were identified. Among them were (1) loneliness, isolation, and depression, (2) housing concerns (3) stigma, prejudice, and discrimination, (4) difficulty accessing selected social and health services, and (5) early diagnosis and treatment. Recommendations for policy and program changes based on this evaluation were made that may be significant not only for this state, but also for other portions of the country. Among these are the inclusion of standardized mental health assessments at admission to services and Title II representation with voting rights on all area HUD Continuum of Care housing committees.
