CMS Cancer Prevention and Treatment Demonstration for Ethnic and Racial Minorities: Intervention Evidence from Communities

Producing the Evidence Report for the CMS Cancer Prevention Project, entailed a two-pronged research effort that included a systematic review of relevant literature, and identification of ongoing programs that may not have been evaluated or described in the academic literature. The strategy involved a "snowball approach" of communicating with relevant federal agencies, health payor and delivery system organizations, ethnic/racial identity and professional organizations, conference proceedings of appropriate organizations such as APHA, Foundations, cancer centers, and cancer advocacy groups, and asking for referrals to other programs. A large number of innovative programs were identified through this method. Screening calls to obtain basic information on type of program, population and cancer target, etc., were made to almost one hundred programs, and a subset of sites were selected for site visit to collect additional data and observe programs first-hand. A theory-based framework for analysis developed by the project team was used to weight different components of interventions, in an attempt to prioritize critical factors, and with the literature review, served to inform the selection of core components of effective interventions. A selected sample of the identified cancer interventions and community-based programs with high potential for impacting racial and ethnic disparities will be presented and described, with analyses of their strengths, challenges, opportunities and barriers.
