Harm Reduction: An effective model for HIV prevention in high-risk communities

Injection drug use continues to be a leading factor in HIV transmission and accounts for 43% of AIDS diagnoses in Philadelphia. Risk factors related to injection drug use include the sharing of syringes and other injection equipment, sexual contact with injection drug users and mother-to-infant transmission during pregnancy or birth. While drug education, drug treatment, and condom distribution are effective strategies in addressing the HIV epidemic, they are limited in their capacity to reduce the spread of HIV among injection drug users (IDUs) and their sexual partners. A broader continuum of public health services for IDUs is needed, especially for those who are not in drug treatment or without access to traditional medical and social services. One approach that seeks to broaden access to public health services is harm reduction. Harm reduction has been identified as an effective model for reducing the risk of HIV transmission among IDUs and their sexual partners. A primary goal of harm reduction is to empower people who engage in high-risk behaviors to make behavior changes that will protect and improve their health. The harm reduction model includes a set of practical strategies designed to reduce negative consequences related to drug use, offering a spectrum of options ranging from safer drug use to abstinence. In this session, we will provide an overview of harm reduction theory, describe how harm reduction practices are incorporated into HIV prevention programs, and suggest applications of harm reduction theory and practice in other medical and social service settings.
