Evaluation plan for Rhode Island Department of Health tobacco treatment program

As part of an overall tobacco control initiative, the Rhode Island Department of Health has developed and funded a statewide tobacco treatment program. The program consists of a telephone quit-line, a tobacco resource clearinghouse, and tobacco treatment programs. The tobacco treatment programs provide funded behavioral counseling by a certified tobacco treatment specialist and nicotine replacement therapy to adult Rhode Island smokers. State-funded community based tobacco treatment programs of this type are a novel initiative in Rhode Island. It is hypothesized that this intervention will increase the number of successful quit attempts among Rhode Island smokers. Evaluation is essential to determine the success of a public health intervention, improve the existing intervention structure, and inform policy decisions. This paper will describe a proposed program evaluation of the statewide tobacco treatment system in Rhode Island. The evaluation design will include both quantitative and qualitative evaluation methods.
