Evaluation of local public health performance objectives in the State of Wisconsin

The Wisconsin Division of Public Health (DPH) has been working for three years on a contracting process that moves Local Public Health Departments (LPHD) away from cost-based activities to performance-based objectives. Extensive training has been provided to improve LPHD ability to clearly define performance objectives to better focus and measure outcomes. LPHDs utilize a logic model (modified from the Centers for Disease Control (CDC) model) in planning and as a tool for objective development. The logic model defines inputs, products, and outcomes, as well as linkages to health status indicators. Additionally, DPH selected and adapted SMART, a criteria method from the CDC for objective writing. SMART was adopted by Wisconsin to provide guidelines for constructing performance-based objectives. The question is whether three years of contracting and training have improved the quality of objectives. DPH contracted with the University of Wisconsin, Department of Population Health Sciences, to answer this question. This presentation describes the results of the evaluation. The evaluation utilizes the SMART criteria and the logic model to determine whether there has been improvement in the development of LPHD objectives and a migration from process to outcome objectives. The evaluation also analyzes the effects of Healthy People 2010 on the development of more measurable and relevant performance objectives. This evaluation will be valuable to the federal government and state and local public health departments in their efforts to realize measurable public health outcomes.
