Many public health entities, community coalitions, community service organizations, and other public and private organizations are faced with both the demands for program development and enhancement and opportunities emerging from the focus on public and private health care services following 9/11. For example, recently announced HHS funding for bio-terrorism links 80% of the funding to the states to completion of plans for the use of the funds. The presentation will describe how health planning tools such as population-based needs assessment and resource deployment and capacity management could contribute to substantive plans for funding key services. Community coalitions may benefit from community organizing and facilitation tools in developing consensus among diverse groups tackling a common problem. Additionally, many American Health Planning Association members have contributed community health planning templates to the health planning knowledge base. These templates are transferable to other program types and community scenarios. The presentation will cover a sample of these and how they might be employed to avoid costly and time consuming development processes.
