Measuring Perceived Physical, Attitudinal, and Policy Barriers

The Craig Hospital Inventory of Environmental Factors (CHIEF) was designed to assess the frequency and magnitude of perceived physical, attitudinal, and policy barriers that keep people with disabilities from doing what they want or need to do. The CHIEF has demonstrated that compared with non-disabled people, people with disabilities encounter more frequent and more problematic environmental barriers. The CHIEF Follow-up Questionnaire (CHIEF-FQ) was designed to gather specific examples of environmental barriers. The CHIEF-FQ was administered to a group of 330 Coloradoans, randomly identified through the Behavioral Risk Factor Surveillance System who agreed to a follow-up interview. Fifty-five percent of the sample were identified as “disabled” based on positive responses to five screener questions. These interviews resulted in the identification of 947 varied descriptions of environmental barriers. They include: discrimination, lack of support at home and work, precipitation and temperature issues, problems with organizational and government policies and regulations, lack of personal assistance and adaptive equipment, lack of usable information, transportation issues and others. This presentation will describe analysis comparing incidences reported by people with disabilities and those without disabilities highlighting similarities and differences. Demonstration of a categorical classification scheme will also be presented.
