Using local evaluators for a statewide community-based health improvement initiative

This presentation will describe a framework for evaluating the Partnership for the Public’s Health (PPH), an ongoing statewide initiative that uses local evaluators in a case-study, logic model design. The role of a local evaluator in each of 39 communities in California is considered essential in the successful implementation of the overall evaluation of the statewide Initiative. Local evaluators are responsible for collecting data that are specific to their jurisdictions, building evaluation capacity in the communities and completing detailed case studies that highlight the progress and challenges of their local partnership. All activities, from the design to the implementation of the local evaluation plan, are based on the core principles of participation, collaboration and cooperation. Challenges and opportunities that emerged during the initial implementation phase of this large-scale evaluation project are discussed and include: 1) integrating the goals and strategies of the local evaluation plan with those of the overall statewide initiative; 2) overcoming the barriers in creating a local evaluation plan within the context of each partnership; and 3) building evaluation capacity at the local level. The experiences during the beginning phase of this initiative will serve as “lessons learned” for those who are interested in developing a broad scale, multi-site community-based evaluation of community partnerships.
