Building and sustaining a partnership to evaluate substance abuse treatment programs

This paper discusses successful strategies for forging partnerships between researchers and community-based treatment programs. Based upon experiences in a three-year, multi-site research initiative that combined health services evaluation and assessment of treatment outcomes, the presentation will report on the organizational, structural, professional and inter-personal factors that characterized the evolving working relationships between researchers and established treatment service providers. The contribution of research methodologies, formal and informal protocols, as well as carefully planned and executed data collection and data management techniques are explored. Strategies are presented for anticipating potential problems and techniques for handling crises or breaches in protocols that threaten the partnership.

The roles of community advisory boards, program managers, administrators and line staff in the partnership process are explored. Their contribution to sustaining the viability of the relationship is examined. A framework is described to assist in creating a plan that maximizes the mutual benefit in how, when, where and to whom research findings are presented.
