Designing and Developing a Bioterrorism Surveillance System

The looming threat of a bioterrorism incident became real following the terrorist attacks on September 11, 2001. Surveillance is one of the first lines of defense against such an attack. Therefore, it is essential to design and develop a surveillance system that can detect, monitor, and prevent illnesses & injuries. Several issues must be addressed in designing and developing an effective surveillance system:

1)What are the objectives/purpose of the surveillance system? 2)What are the data sources? 3)What information needs to be gathered from the data sources? 4)Who are the data providers? 5)How can we collect data from the data providers? 6)How often will the data be collected? 7)Should data be collected on a voluntary or a mandatory basis? 8)Who will collect the data from the data providers? 9)How should the data be processed and maintained? 10)How will the data reach those who need to know in order that decisions/action may be taken?
