Abstract #51394

Using Lot Quality Assurance Sampling For Progress Tracking Of Credit With Education Partners Globally

Barbara MkNelly, MS and Robb Davis, PhD. M&E Unit, Freedom From Hunger, 1644 DaVinci Court, Davis, CA 95616, (530) 758-6200 (ext 38 or ext, bmknelly@freefromhunger.org

LEARNING OBJECTIVES: Participants will learn: 1. How Credit the Education Programs address the underlying causes of chronic hunger and malnutrition. 2. How financial services are provided to women in poor, rural areas in the form of small loans and savings while being exposed to nonformal adult education about basic health, nutrition, family planning, business development and Credit Association management issues. 3. How Freedom From Hunger while working with local partners has developed monitoring systems to aid the organization in 15 countries achieve its dual goals of sustainability and positive impacts

METHODS: Progress tracking used a mixture of qualitative and quantitative tools to reliably identify key performance areas requiring follow-up action. LQAS was used in pre- and post-tests of client knowledge and practice, and supervisory spot checks of loan assessments. Data were used to verify service outreach to the poorest households.

RESULTS: LQAS was successfully institutionalized in relatively large-scale institutions (over 30,000 direct clients and 100 field staff). Analyses in both Bolivia and the Philippines were used by managers to make strategic improvements to both local operational performance of decentralized branch offices. Data improved both the financial systems and the health components of projects.

CONCLUSIONS: LQAS data can be used to assess micro finance indicators in addition to health indicators. Staff were able to use LQAS at a local level to collect data as well as to interpret it to improve the impacts of their programs.
