Trends in International and Multilateral Support for Population with a focus on UNFPA

Recent trends in international support for population and reproductive health are reviewed. Static levels of overall support conceal a more dynamic flux of opportunities and challenges. Multi-bi and foundation funding increases have created additional administrative burdens on effective transfer of funds but introduced greater uncertainty and volatility. Increased support for special initiatives for procurement of reproductive health essentials and for adolescent reproductive health represent positive developments. Domestic resource allocations in developing countries face additional challenges and opportunities. Adverse economic conditions (and the impact of structural adjustment processes) challenge advancing coverage and improvement of services in LDCs. UNFPA funding has been constrained by economic and political considerations but the adoption of a new strategic approach could lead to accelerated progress. The failure of the UN system to incorporate family planning and several other elements of reproductive health in Millennium Development Goals forces country-by-country advocacy, resource mobilization and technical interventions. External development assistance should play a larger role in extending safe motherhood and HIV/AIDS intervention strategies in LDCs. Continued progress in family planning programmes (including contraceptive development) and population data and research will require and the effective coordination of assistance and national resource mobilization efforts.
