European donors continue to be important providers of reproductive health assistance. The European approach is one that focuses on a more comprehensive approach to reproductive health with less of a focus on family planning than the U.S. assistance program. In recent years, DfID along with other European donors has embraced a rights-based approach to all of its development programming, including in the area of reproductive and sexual health. European donors, including DfID, remain firmly committed to funding the implementation of the Programme of Action adopted at the ICPD in Cairo in 1994. Foreign policy and other considerations affect the reproductive health assistance of individual European bilateral funding agencies primarily in terms of where the assistance goes. For example, high priority is placed on participation in sector-wide assistance programs or SWAps and the beneficiary countries.
