One foundation’s population priorities: A look at the David and Lucile Packard Foundation

The David and Lucile Packard Foundation awarded $123 million in population grants in 2000 and another $96 million in 2001. The size of its grant support for international population activities is larger than that of many bilateral donors. With a focus in eight countries and a strategy that calls for funding policy and program initiatives that other donors, including bilateral and multilateral donors, do not and cannot fund, the Packard Foundation plays a unique and highly complementary role to that of the principal population donors. This paper will discuss how the Foundation’s population program decides its funding, including country priorities, and the impact it believes its population assistance is having.
