Increasing Enrollment Into Children’s Health Insurance Programs through a Network of Bilingual, Bicultural Community Outreach Workers

Since 1995, the Maternal and Child Health Consortium of Chester County, Pennsylvania has provided home visiting and social support to nearly 2000 pregnant and parenting women and their children. Each year, Family Health Advocates (outreach workers) enroll nearly 400 uninsured children into CHIP or Medicaid through community based, culturally competent outreach strategies in collaboration with numerous county health and social service agencies. These strategies have been important in meeting the needs of families who because of financial, language, cultural or other barriers are uninsured. We will present these successful strategies to assist other Outreach Worker programs develop enrollment programs for uninsured children.
