Is There a Business Case for Quality?

There has been considerable discussion about the business case for quality, but the evidence that it has been made is far from convincing. Can quality or outcomes ever compete with cost considerations in health care purchasing decisions? What level of financial incentives would be required for providers or systems to improve quality or outcomes? What measures are appropriate for such incentives?
