Practical Issues and Pitfalls in Paying for Quality

This paper compares and contrasts the incentives at the organization level vs incentives for individual physicians; incentives for holding costs down vs paying for quality. The paper also discusses the statistical issues, which are a particularly serious problem if incentives are at the individual level. The consequences of multitasking will also be discussed.
