Ethical and mental health issues in the context of bioterrorism (BT) capacity development and public health infrastructure

The presenter is a state epidemiologist responsible for bioterrorism (BT) capacity development, and is the Vice President of the Council of State and Territorial Epidemiologists (CSTE). This talk will discuss ethical and mental health issues related to surveillance, the Health Alert Network, and developing issues in state BT preparations, such as emergency health powers enacted by some state legislatures. Issues related to the Public Health's needs for emergency powers for a biologic emergency will be considered. The CSTE actively solicited member comments on smallpox vaccination over the past year, and some issues related to the use of smallpox vaccine will be reviewed. Given the after-effects of 9/11, issues related to mental health of the nation resulting from prolonged concern of anthrax, flying, ongoing BT concerns will be discussed. Special issues related to immunocompromised populations as they bear upon public health measures will be reviewed.
