Changes in Federal Support for Medicaid: How State Legislatures have Responded
Across the country, many states have been hard-hit by the national economic recession. Low-income, working poor families have been the group slowest to recover their jobs and health care coverage. State Medicaid budgets have increased due to the resulting rising number of eligibles. Mandated and proposed federal policy changes impacting funding to states are having a particularly severe impact on the capacity of many states to provide access to medical care for their low-income populations. This session will examine the impact on state legislative decision-making of proposed changes in federal Medicaid policy. Specific issues to be addressed will include the upper payment limit issue, potential cuts in the federal matching formula, and resulting state budget cuts in reimbursement levels, benefits and eligibility. Presenters will also review how some states have used the Federal Centers for Medicare and Medicaid Services (CMS) broader guidelines for Medicaid waivers in areas such as coverage for the uninsured and prescription drug benefits. (The Session will be followed by a hosted reception that will give participants an opportunity for informal questions and answers and networking with presenters and audience members. )
Learning Objectives: Mandated and proposed federal policy changes impacting Medicaid funding are likely to have a strong impact on state initiatives to increase access to health care for low-income populations. Participants will learn about state responses to these federal changes in large states such as California, New York and Pennsylvania.
