Performance Measurement of Public Health Systems: International Perspectives
Core essential functions or services have already been developed by some countries in an attempt to better define the role and image of public health. Essential public health functions provide a framework on which to build infrastructure for an integrated public health delivery system. These functions can be prioritized according to the national context, and an efficient delivery system based on a well-organized approach, designed around them. This approach to public health is important to developing regions of the world where limited resources are available. If public health is to function effectively in this Millennium, it is important to utilize a measurement methodology that can provide data on system performance and the capacity of the public health infrastructure responsible for surveillance. These data provide a means for “gap analysis” to help ensure optimal system performance. A performance measurement instrument for use in Latin America and the Caribbean has been developed around a framework of 11 Essential Public Health Functions. This has been a joint project between the Centers for Disease Control and Prevention (CDC) abd the Pan American Health Organization (PAHO). This instrument focuses on the links between system processes, inputs, and outcomes of Ministries of Health in Latin America and the Caribbean. It has provided a more effective means to assess the strengths and weaknesses of systems in 34 Latin American and Caribbean countries through which population based services are delivered. The panel will discuss the concept, methodology and implications of this project on the region.
Learning Objectives: At the end of the presentation, participants will: 1. Understand the role between Essential Public Health Functions and performance measurement of health systems, 2. Identify the link between strong public health infrastructure and public health practice, 3. Learn the basics to implement a performance measurement project in their own country.
