Building Public Health Infrastructure
America's response to two major public health threats, bioterrorism and smoking, have resulted in unprecedented potential funds for strengthening public health. At the same time, reduced finances at the federal, state, and local level means that public health officials need to be resourceful in enhancing or maintaining the ten essential functions of public health. Many states have not chosen to use their tobacco settlement funds for tobacco education and cessation. Those states that do are offering state and local health departments new funds to enhance public health education. The capacity to use these tobacco funds wisely is a major challenge. Bioterrorism funds are specifically directed to improve communication and coordination between many government departments. Among the many challenges facing public health officials, few are more important or difficult than to ensure a community's readiness for bioterrorism. Every aspect of public health: surveillance, assessment, policy development, communication and assurance can and will be tested. In short, our entire public health infrastructure needs to be not only functioning, but strong. Building or rebuilding the public health infrastructure after many years of neglect remains the major challenge for this next decade. This session will provide perspectives from public health officials at the federal, state, and local level.
Learning Objectives: Describe how local officials at the federal, state, and local levels are using new bioterrorism and/or tobacco funds to help build their respective public health structure.
