The rated review process considers relevance to public sector policy and practice, methodology, and overall quality. Abstracts for all papers, including special submissions below, must be submitted through APHA’s normal web solicitation process NO LATER THAN FEBRUARY 12. Abstracts and presentations should avoid describing people as "the mentally ill"; use alternatives such as "individuals with mental or emotional illness" or "consumers of mental healthcare services."

Special submissions:

Applicants wishing to be considered for the Bruno Lima Symposium on mental health issues affecting minority populations should (1) indicate their preference for this topic during the electronic submission process and (2) declare their interest in a letter to the section program planner, including a copy of the abstract submitted through APHA’s web solicitation process. These submissions will be juried separately and five (5) papers will be selected.

The juried Kenneth Lutterman Award is given for the best student papers in the field of mental health. Finalists will be invited to present their papers at the 2003 meeting and will be awarded the cost of APHA conference registration. Eligible students must be members of the APHA mental health section enrolled in a graduate or medical degree program as of February 11, 2003, the application deadline. Submitted papers may be no longer than 10 double-spaced pages plus 5 tables and references. Students interested in receiving this award must send a copy of their abstract by February 8 to Roger Boothroyd, Florida Mental Health Institute, University of South Florida, Tampa, FL 33612 or submitted electronically to rboothroy@fmhi.usf.edu. The copy sent to Dr. Boothroyd is in addition to the abstract submitted through the APHA website. Student papers that do not receive a Lutterman Award may nevertheless be accepted for presentation at other APHA mental health sessions. For more information e-mail Dr. Boothroyd or call him at 813 974-1915.
