The 2000 Census estimated that 12,284 individuals, or 22.3% of the residents of the City of Galveston, lived in poverty. The health status of this population is largely unknown. The collection of quantitative health indicators is a key step in the Community Health Improvement Process. It is proposed that by using existing data sources, a report card can be prepared. A major criterion for the data to be included in the Report Card is that it corresponds specifically to the Healthy People 2010 (HP 2010) goals and objectives. This project will yield a report card that includes a narrative describing the methodology and findings along with detailed tabulations. The goal of the Report Card for Galveston’s Vulnerable Population project is to prepare a quantitative report on the indigent and medically vulnerable populations of Galveston. This project will assemble data from existing databases such as the 2000 Census and the administrative databases of the social support agencies and medical centers. The report will apply the criteria requiring that data be: local, comparable, believable, and useful. The project will rely on a local committee of stakeholders to select the relevant indicators and assist with the analysis and interpretation of assembled data. The project will be guided by the goals and objectives of Healthy People 2010ii. The Report Card will result in a consolidated summary of the status of the City’s poor and vulnerable. In addition, it will provide a model for other communities in the country.
