Treatment Outcomes Performance Pilot Studies Enhancement (TOPPS II) interstate study: Sample characteristics and substance abuse treatment outcomes

Abstract Text: Methods: In 1998, 19 States received Cooperative Agreement Funding from the Center for Substance Abuse Treatment (CSAT), Substance Abuse and Mental Health Services Administration (SAMHSA), US Department of Health and Human Services to conduct the TOPPS II projects in their respective States. TOPPS II is a pilot program designed to assist the States expand their existing State data infrastructure system to include an Outcomes Monitoring System (OMS) and test the efficacy of a selected number of substance use and non-substance use outcomes variables. This presentation will provide a descriptive analysis of the treatment outcomes data collected from the 19 States. It will also highlight the major substance use and non-substance use outcomes. Results: More than 75% of the treatment clients reported abstinence 6-months post discharge. The number of arrests and homelessness post discharge were significantly lower and the employment rate was significantly higher. Clients who completed treatment had a greater likelihood of being abstinence at 6-month follow-up. Male clients are less likely to be abstinent at follow-up. Clients receiving treatment at residential care facilities are more likely to be abstinent at 6-moth follow-up than those receiving services from Intensive outpatient or standard outpatient level of care. Conclusion: Substance abuse treatment produces significantly positive outcomes.
