Program evaluation for the New York State Childhood Asthma Coalitions

Methods: In NYS, a strategy was developed to evaluate seven regional childhood asthma coalitions. CDC’s six-step framework for program evaluation guided the development of the evaluation plan. The NYSDOH asthma staff and key coalition stakeholders created a logic model describing coalition structure and function, program service components and the intended short-term and long-term outcomes. Using the results of this needs assessment, overall program evaluation questions were generated. A list of program indicators helped to answer these questions and a site visit tool captured local level data. Conclusions were described and shared with stakeholders. Results: The logic model describes the infrastructure, service components, process measures, short-term and long-term outcomes. This “picture” of the program fostered stakeholders to engage in the evaluation process. This information directed the focus of the evaluation design and overarching evaluation questions were finalized. Training was conducted for asthma staff, coalition coordinators and stakeholders. The evaluation site visit tool was given to asthma coalition in advance to gather credible evidence. At the site visit, fiscal and programmatic information was collected. A final evaluation report was generated and shared with stakeholders. Discussion: The NYS Regional Childhood Asthma Coalitions were entering the third year of a 3-year funding cycle. There was no evaluation plan in place. CDC’s six-step evaluation framework provided a systematic approach to developing an evaluation plan for the NYS Regional Childhood Asthma Coalitions. Following this process helped the team address general evaluation questions: Are the coalitions implementing their intended activities?; Are there opportunities to improve current coalition activities?; and Are the coalitions having an impact in reducing the burden of asthma in NY?
