Evaluation of child care health consultation programs in 20 California counties

Children in out-of-home care have more health problems than children cared for at home. The Child Care Health Linkages Project supports child care health consultation services in 20 California counties. The three-year evaluation study describes changes in child care health and safety of both control and intervention child care centers. Data collection includes a review of on-site child health records and observations of health and safety compliance with key National Health and Safety Performance Standards. The Child Care Evaluation Worksheet documents children’s health status and their access to medical care based on children’s health records. The Health and Safety Checklist contains 66 observable health and safety items. Preliminary results of baseline data from a review of 2053 health records show that 75% of children have up-to-date immunizations, 48% have health insurance, and 26% have special health needs. Observational data shows that on 38 of the 66 key Performance Standards on the Health and Safety Checklist, more than 50% of centers were not fully compliant. Results show that there are a substantial number of children in child care with special health needs and few have health insurance. Not all children enrolled in child care have up-to-date immunizations required by law. Centers rate poorly on key Performance Standards in health and safety. Follow-up outcome data will be analyzed to show the changes in child health status and compliance with health and safety standards. Comparisons between control and intervention centers will be made.
