Public Health Institutes as Administrative Vehicles for Turning Point Partnerships

Since 1998 The Robert Wood Johnson Foundation and the W. K. Kellogg Foundation funded 21 states and 43 communities to improve health by improving the public health system. During this period the University of Washington School of Public Health and Community Medicine in Seattle, Washington, has served as the Turning Point National Program Office for state funding and technical assistance. In a survey of all state Turning Point Coordinators, respondents were asked to identify factors which led to different organizational forms including the development of non-profit organizations for improving population health known as public health institutes. During site visits to Turning Point states, NPO staff interviewed Institute staff. This paper summarizes findings and conclusions from a review of the data.
