Strategic planning for primary prevention of intimate partner violence

Intimate partner violence is a multi-faceted behavior with multiple risk factors. Long-term environmental changes are needed to address its causation and prevention. The City and County of San Francisco took the opportunity, through a grant from the State of California, to develop a five-year (2003-2008) strategic plan for the primary prevention of intimate partner violence. The plan is now serving as a guideline for City activities, such as coordination, training, policy, and data collection. These activities encourage and complement the work of other community-based and academic organizations in San Francisco. The project began with a literature review of the populations affected, risk factors and social determinants involved, existing program interventions, and a full range of issues pertinent to intimate partner violence. The Spectrum of Prevention model and the Haddon matrix served as theoretical underpinning. A core group of health department staff directly involved in violence prevention provided guidance and direction. Other health department staff, community-based organizations, and academic groups concerned with violence prevention participated in giving input. Formal and informal focus groups were conducted to solicit additional comments on, as well as commitment to, the draft plan. The plan was finalized, and action components for immediate implementation identified. Lastly, City departments were asked to commit to using the plan in their own work. Discussion topics will include lessons learned and suggestions for carrying out a similar process in other locales.
