The session will discuss development and implementation of CDC's Bioterrorism and Emergency Readiness Competencies for All Public Health Workers, to shape emergency preparedness workforce training. The competencies were developed by the Center for Health Policy at the Columbia University School of Nursing with extensive input from public health practitioners and have been distributed widely during the past year. The presentation will describe the process used to implement competency-based BT and emergency readiness curricula leading to health department certification through Public Health Ready, a collaboration with local public health agencies through the National Association of County and City Health Officials. Competency based learning provides a strong foundation for workforce and infrastructure development. The relationship between competencies and organizational capacity will be explained by illustrating the dependency of these two measurements in the delivery of essential public health services.
