Developing Community Capacity for Health Improvement: The Long Beach Community Health Leaders Training Program

The Partnership for the Public’s Health (PPH) funds local health departments and community groups in their service areas to work together to develop their capacities to do community-based public health work. The Health Leadership Program is a yearlong training program for residents of Long Beach, California (a PPH partnership), who gain practical skills for improving the health of their communities. The main tracks of the training are increasing public health awareness and building community leadership. Trainees learn how to solve health issues in the community. At the end of the training, participants must have successfully completed a community project and presented a summary at a group retreat. A formal graduation ceremony is held.

The HLT program is unique in that it was developed by Long Beach residents. Residents continue to be involved in the implementation process by providing feedback to Health Department staff on how the curriculum can be improved. All HLT classes are simultaneously interpreted in Spanish, using state-of-the-art equipment.

The HLT was piloted in 2001-2002, with a core group of 30 residents from two neighboring communities. Due to its success in engaging community members in identifying and solving health issues in the community, the Long Beach PPH was awarded a mini-grant to develop and disseminate a Health Leadership Training Guide. This educational tool will be available by Nov. 2003. APHA participants will have access to this tool and will develop a better understanding of what it takes to create a successful, grassroots health leadership program.
