During the 1984, the executive leadership of the New York State Department of Health (NYSDOH) endorsed the creation of The Minority Management Development Fellowship Program designed to improve the representation of minorities in management positions in health care and the public health systems.

In 1999, the program was re-invented as the Health Management Development Fellowship Program. The program was expanded and re-designed to prepare NYSDOH employees for leadership and management opportunities within the department. Both programs encourage career development and emphasize the value of mentoring. The new program focused on the department’s philosophy of becoming a learning organization and using resources to promote leadership and management opportunities. Cultivating staff is particularly relevant as the NYSDOH grapples with concerns related to an aging workforce and the need for succession planning.

Competitively selected participants are matched with executive and senior-level mentors. The department benefits from the varied backgrounds and experiences of the Fellows. Mentors are required to share their experiences to foster the Fellows’ professional and personal development and Fellows are expected to enhance their careers options. Although there are challenges, careful preparation and regular evaluations are required to ensure a successful experience.
