Benchmarking the provision of substance abuse treatment in Medicaid managed care

Presenters will describe the Medicaid Behavioral Health Benchmarking Project, sponsored by the Substance Abuse and Mental Health Services Administration (SAMHSA) and conducted under subcontract to The Lewin Group, Inc. This project collected substance abuse performance measures from six Medicaid managed care programs to assess available performance measure data for benchmarking across systems. The Programs’ designs were diverse, including integrated and carve-out models, various geographic areas, and differing target populations. The presenters will discuss the selection of measures from numerous behavioral health measurement initiatives, and present data on several indicators, such as penetration, utilization, and cost. The challenges comparing across systems of care include methodological issues and the impact of differences in target populations and program parameters. Presenters will also discuss the potential value of cross-system comparisons in public systems for advocacy, policy development, system management and improvement, and the value of comparisons over time in tracking the impact of current changes to State Medicaid programs.
