Los Angeles County has approximately 100,000 home care workers, who care for elderly and disabled populations and are represented by the SEIU 434B Union. The homecare workers are not required nor mandated by the state to receive any education or certification. However, through a partnership with Mt. San Antonio Community College, SEIU 4334B, Homecare Workers Training Center, and other agencies, a 90-hour (In-Home Supportive Services) IHSS curriculum was developed to educate these vulnerable workers to address health and safety concerns of their daily duties and offer better basic patient care techniques.

The curriculum includes behavior changing measures such as universal precautions, principals of body mechanics, safe patient transfer techniques, nutrition, and other patient care topics. The curriculum contents are relative to health and safety of workers and increase the quality of care for patients. From the inception of the collaboration, over 900 individuals, majority of whom are foreign-born and English is their second language, have been trained.
