An array of methods were used to monitor changes in relationships among and between organizations participating in the Integrated Health Outreach System project. Additionally, community leaders were interviewed and surveyed to assess any changing perceptions of the issue of access to care. Interviews, observation of meetings, and survey instruments were used to document baseline and changes over the first 24 months of the project.
