National Early Intervention Longitudinal Study: Expenditures for early intervention services

Investing in young children and a prevention agenda is widely regarded as wise health policy and was part of the rationale behind the passage of Part C. There has been no national data on the just how much is being expended to provide Part C services. One of the reasons for the paucity of data is that the topic is a complex one, especially since multiple sources of funding can be blended to support early intervention services. Furthermore, there has never been a national study to explore the patterns of spending on early intervention services and the relationship between spending, and child and family characteristics. The expenditure component of NEILS investigates the total expenditures on direct services to children and families, the administration and support services necessary to provide the direct services, and the indirect (or overhead costs) associated with operation of these programs.

Using data for a nationally representative sample of infants and toddlers receiving early intervention services under the Part C program in NEILS, in this paper, we address the following two questions: (1) what are the total and monthly per child expenditures for the early intervention services? and (2) how are expenditures related to child and family characteristics?
