International context and the policymaking process

The presentation discusses the complex and changing nature of alcohol policy. A broader vision of the policy making process is articulated that takes into account the complex relationships among public attitudes, economic interests, globalization and scientific evidence. One factor behind the weakening of national and local alcohol policies has been the impact of international trade agreements and common markets. Although there has been a general weakening of alcohol policies on an international and national level, there has also been a shift of emphasis toward local responses in some areas. This presentation also discusses the various the policymaking arena at the local and national levels, describing the institutions, stakeholders and the environment within which policy decisions are made. In addition to government, the formation of alcohol policy increasingly involves commercial interests, the media, public interest groups, the scientific community and the general public.
