From methods of incident command to transformational leadership: Exploring methods and models of crisis leadership development

Since the events of September 11, 2001, leadership institutes in the National Public Health Leadership Network have been faced with the challenge of incorporating crisis leadership preparedness competencies into their existing leadership curricula. The public health workforce has neither a comprehensive, formal knowledge of these models, nor an understanding of how to apply them in crisis situations. Combining different aspects of various models and processes in training may be the best approach to ensuring a competent workforce prepared to effectively lead in times of crisis. Crisis leadership competencies must reflect awareness and attention to the leadership methods, models, and philosophies of all partner agencies. The development of crisis leadership competencies requires an understanding of general leadership theories and applications, and comprehensive knowledge and understanding of crisis specific-processes, plans, resources, partners, and leadership approaches. Further dialogue must take place to continue to explore multiple leadership and management models which can complement each other in a crisis. This session will actively engage the audience in discussion of leadership competencies, and various methods and models which may be applied in times of crisis. Numerous models will be presented for further discussion, including, but not limited to, Incident Command Systems, and experts will focus on the application of each model to exemplify the respective applications in a crisis situation. In 1994, CDC, PHPPO, sponsored the establishment of the National Public Health Leadership Development Network. Network membership includes academic and practice representatives of state, regional, national, and international public health leadership programs.
