WIC and child nutrition reauthorization: Influences on the final legislation

WIC and the Child Nutrition Programs are to be reauthorized in 2003. Occurring in four or five year cycles, this legislative process considers significant and not so significant proposals to alter, improve or even transform these programs. These proposals are offered by a multi-faceted group of organizations including the Administration, Congressional offices, advocacy and interest groups and industry representatives. Inevitably, some of these proposals become part of the Child Nutrition Act and codify the legal parameters governing these programs resulting in significant impacts on overall program services, costs and administrative requirements. This presentation will consider the changes that have been incorporated into the final 2003 reauthorization law, placing them in the context of the policy discussions and considerations that influenced the final legislative outcomes.
