Goal: To support and assist in implementing recommendations of the IOM report “Education of public Health professionals for the 21st Century. This session is divided into two parts: an expert panel (representing service and academia) discussing experiences and benefits of using the National Public Health Performance Standards, Workforce Competencies, Core Functions and Credentialing from an organizational viewpoint leading to an “open mike” forum. Audience participation is intended to provide an opportunity for practice and academic communities to explore competencies, credentialing and integration of core functions and essential public health services into existing curricula, practicum site experiences as well as grant opportunities with implications for infrastructure and performance. Moderator: Colleen Hughes, RN, PhD. APHA, Council on Linkages, member of Public Health Standards and core competencies workgroups. Will discuss the Public Health Foundation and CDC's survey on how competencies are translated into practice through Schools of Nursing academic curriculum. Panelists: Pamela A. Kulbok, RN, DNSc, Associate Professor, University of Virginia, School of Nursing President-Elect of ACHNE (2002-2004). ACHNE representative to the Quad Council. Discuss academia’s role in integrating core competencies, core public health functions into curricula and practicum experiences. Discuss QUAD Council’s activities towards integrating core competencies into Public Health Nursing scope of practice documents. Kristine Gebbie's, DrPh, RN F.S. Gill Associate Professor of Nursing and director, Center for Health Policy, Columbia University School of Nursing, Will discuss Competencies and credentialing, what’s the difference and how does INCMCE Mass Casualty Education competencies fit with public health competencies. Kaye Bender, PhD., RN----Deputy State Health Officer, Mississippi State Department of Health. Member of Standards and Core Functions workgroup on behalf of ASTHO. Discuss how National Public Health Standards and essential public health services are integrated into the current infrastructure of Public Health Agencies at state and local levels. Without essential services, public health agencies are subject to vulnerable and outdated health information systems; antiquated laboratory capacity; a lack of real time surveillance; an insufficient and inadequately trained workforce; and fragmented communications networks, etc. Irene Sandvold, DrPH, CNM, FACNM, Nurse Consultant, Division of Nursing, Bureau of Health Professions, HRSA, Department of Health and Human Services. Discuss how to integrate the educational needs of staff nurses, practicum students into the Federal grant applications. How this practical application of PH competencies along with PH essential services etc. can be accomplished from a local or state health department prospective as well as academia will be considered.
