Comparing the American and English Experiences of Creating Quality Mental Health systems Based on Crossing the Quality Chasm and the Report of the President's New Freedom Commission

Richard H. Beinecke, DPA, ACSW, Department of Public Management, Suffolk University Department of Public Management, 8 Ashburton Place, Boston, MA 02108, 617-573-8062, rickdeb61@aol.com

The IOM report, Crossing the Quality Chasm, and the final report of the President's Commission on Mental Health set up important objectives for reforming our mental health system. England and the United States have different systems but many similar issues in improving the quality of mental health services. Each country has lessons that can be useful to the other.

Based on literature reviews, interviews, and attending conferences in the United States and Europe, this presentation compares the two systems and how the above objectives are being implemented in the public and private sectors. What are the strategies currently in use? What are likely to be future next steps? What can national and state policy leaders, providers, and consumers learn from what is taking place. What can we do to improve quality in the future?
