Purpose: Ethically public health must be considered within an ecological framework that acknowledges the dynamic, interrelated, multi-layered context within which public health is negotiated is the basis of the IOM 2002 report. This paper advances a model based on Ballard-Reisch and Thornton (1996) framework that examines the ethical implications of a global, ecological model of public health.
