From paper to web: Using online surveys to monitor program activity

The use of flexible, cost-effective web-based data collection tools is increasing (Mark, 2001). Online surveys can complement or replace traditional methods of collecting information. We primarily used online surveys to gather surveillance information on a new class in which families and children learn to prevent and respond to emergencies.

Twenty American Red Cross chapters from around the country participated in a six-month pilot test of the class. Chapter site coordinators continuously used web-based surveys to help us monitor educational activity, such as training locations, student demographics and delivery successes and failures. Online surveys also recorded outcomes of marketing and promotional strategies. Using online surveys allowed us to monitor the 20 sites simultaneously. The ongoing data collection provided continual feedback, which allowed us to begin revision and refinement of the class even before the pilot period ended. The web-based surveys provided accurate and up-to-date information, which resulted in a timely release of the class. Site coordinators liked the online surveys and found them to be user-friendly.

Although there were some disadvantages for us, such as hosting the surveys externally and the up-front investment in the technology, we found the online surveys to be resource effective. Public health educators can benefit from this data collection method to streamline development and expedite the delivery of health and safety education to the people who need it. Implications of this will be discussed as well as lessons learned from using web-based survey technology.
