This presentation describes how a state health department innovatively utilized a four-phase approach to complete the National Public Health Performance Standards state assessment tool and identified priority areas to address in strategic planning. The North Dakota Department of Health will present their logistical plans that include how participants were selected and background information on how the assessment was conducted. It will also depict and describe an innovative public health essential services priority-ranking tool. In addition, the presentation will include future directions in coordinating the assessment process within the local health units and tribal health units in order to integrate results from all three entities into a statewide public health improvement plan. North Dakota is a rural state with 28 decentralized local public health units. Currently, there are no mandates of essential services or standards that the health units are required to follow. During the 2003 legislative session, an interim study was selected to evaluate core service provided by the local public health units and the state’s public health unit infrastructure. This assessment was very timely and influential.
