Over the last twenty years, the AOD prevention field has developed specific methods to support community approaches to prevention of AOD problems. These methods, which the authors have helped develop, include local controls on outlet distribution, times and conditions of operation, and media advocacy supports. Although effective, application of these methods lacks local epidemiology for AOD risk-environments and an accessible, self-sustaining planning framework that meet the needs and limited resources of individual cities and counties. The Institute for the Study of Social Change/CPPP, CLEW Associates, and KIT Solutions have collaborated to provide a framework that meets these needs. A basic environmental planning framework currently used by many California counties (Environmental Approach to Community AOD Prevention, Wittman 1997) often includes AOD risk-environment data (ASIPS/GIS reports, etc.). However, this manual-based framework is technically challenging, slow, and difficult to access for local agencies, organizations and concerned individuals. Accordingly the authors have created an internet-based planning and monitoring system, based on KIT Solutions PBPS technology (currently in use by seven states with major CSAP grants) that unifies the planning framwork, AOD problem data, and local policy and program documentation, into an integrated system located on the web (Web MCAP). Web MCAP can operate simultaneously at several governmental levels (local, county, state) and has scalar properties allowing research and service activities across multiple jurisdictions. This presentation describes Web MCAP and provides a dynamic illustration of its operation.
