Susan Zelt, MBA, MPH, Cecil G. Sheps Center for Health Services Research, University of North Carolina at Chapel Hill, 725 Airport Rd. CB# 7590 UNC, Chapel Hill, NC 27599, 919-966-5541, zelt@email.unc.edu and Thomas Ricketts, PhD, MPH, Cecil G. The State Health Rankings (SHR) have stimulated news stories and raised awareness of health issues and population health status at the state level. However, little is known of how these or other state rankings effect policy change. This session will describe a potential conceptual framework to help understand how the rankings can translate perceptions into policy change. The framework points to problems in the logical connections between population health and personal decisions and the creation of policy options.
