The Systemwide Effects of the Fund (SWEF) Network is a collaborative research network, composed of research organizations in the South and in the North, that seeks to understand how monies being disbursed by the Global Fund to Fight AIDS, TB and Malaria, as well as other significant sources of funding for HIV/AIDS, TB and Malaria (such as the World Bank's Multi-Country HIV/AIDS Program (MAP) and the Presidential Initiative) affect the broader health care systems of recipient countries. Funding mechanisms such as the Global Fund may have a variety of direct and indirect effects upon health care systems that could be positive or negative in nature. Furthermore, to be effective and sustainable in the long run, interventions will depend upon well-functioning health systems. The network (and the proposed panel session) focuses upon four thematic areas:- effects upon the policy environment, the public/private mix for care, human resources and pharmaceutical management systems. Studies are currently underway in six countries (Benin, Ethiopia, Georgia, Nicaragua, Uganda and Zambia) and the proposed panel session will synthesize findings from each of these countries. While the listed presenters for each of the proposed presentations are from the current network coordinator (PHRplus) we hope, funding permitting, to bring at least some Southern researchers to the US to present findings. | |||
Learning Objectives: By the end of the session participants will be able to describe the main types of effects that substantial disbursements by the Global Fund (and similar mechanisms) may have upon the broader health care system, and identify potential measures to promote positive effects of the Global Fund upon the health care system. | |||
