This presentation is based on my masters thesis. My thesis deals with the reconstruction of Afghan health services and more precisely the role non-governmental organizations play in shaping the health policies of the government of Afghanistan. This presentation will explain the results of our research and the dynamics of international aid within the context of post-conflict reconstruction. We will attempt to clearly identify the different actors and their influence on the Afghan government in regards to the health sector. We will then explain the expertise each of these actors and the government of Afghanistan have and evaluate their effectiveness. We will see which of these international or national actors has the most influence and why they enjoy such influence. We based our research on a qualitative analysis of interviews done with a variety of people involved in the reconstruction of health services in Afghanistan with special attention to issues surrounding maternal mortality.
